proved difficult

the National Park-to-Park Highway also passed beneath this historic emblem of access to the park

Few good paths led to the sculptures chosen location, however, Borglum knew that if he built the memorial, roads [would] come to it. 32 years after the project was completed, the same highway was dedicated as the Gutzon Borglum Memorial Highway on June 1, 1973.
