The waist is all gathered and draped to highlight your shape and then under that the skirt is set with a draped feel over to the one side

The skirt flows to the floor in a cascade of chiffon

He did a few pieces for that collection that utilized a more western feeling etched leather and buckles and this would fit right in with that theme.
